Ration office corrupted

Hello,

I Stay in Dasarahalli near lumbini gardens, The place where we take Ration every month i.e; 36 Balaji yuvakarasangha Dasarahalli, they use to provide us with kerosene- this month they refused to give kerosene telling its a BPL Card and asks us to pay Rs/- 25 for 1litre of kerosene.

Can you tell me if BPL Ration Card holder should get kerosene or not?

And if not can they sell it for Rs/- 25 per litre.
