Hilad sales tax

I had sold materail from mumbai maharashtra to waghodia gujarat. inspite of having 403 form and original bill the sales tax officer made a memo of 110000/-one lac ten thousand ie the whole amount of the bill. we went to bhilad to check on what behalf the memo was made.but the officers told that we have given the memo to transporter.the transporter showed us the memo in which the every ones memo who material was inthe truck was made.now the transporter is not giving the material without paying tax memo amount. please tell us what should we do
