PAN CARD DATA CHANGE

Dear Sir/Madam,

I have submit a online request to NSDL for changing My Wife Name from Pooja Joshi to Pooja Gautam and submitted following documents nos of times to NSDL but they are not changing Data in Pan Card and always says that Documents is not Valid...

1- PAN CARD &-showing name & Pooja Joshi

2- Passport Copy &- showing Name & Pooja Gautam

3- Marriage Invitation Card

4- Name changing certificate from Gazatted Office (i.e. section Office, Allahabad High Court)

5- Voter ID Card &-- showing Name & Pooja Gautam

but always NSDL create a new issue...

please advise me where i can complaint against NSDL and submit my all proof for changing the data
