Non receipt of pan card

I gaurav singh applied for new pan card with uti.tsl with assurance that same would reac me with in 15 days but yet to receive the same. My employer is insisting for deduction of 30% income tax from my salary of Rs.5000.00 only which is not eligible amount for deduction at source.
