Not ready to give education loan

My name is Mukesh Kumar. My father needs education loan for my brother (Ravi Kant Sinha). My brother is studing in Banglore in narsimha college for course Master in speech and hearing. But Panjab national bank manager, (KHIRUBIGHA who is Bihar state near HILSA) is not ready give education loan. My father has pention salery account there.
