Non delivery of Service

I had requested a Credit Report from CIBIL, which after payment of the fees online, I was to get in 7 days. I have made the payment and submitted the required documents on 24th November. The said report has not been given to me. When I contacted them, the reply I got was as under on 12th December. However, after that I have sent 2 mails to them and they have stopped responding. I have asked for refund of my payment but even that is not answered. There is no way to contact anyone else on the website. I do not know how to get them to act. It is more than a month now.
