Non Grant of ACP as per 6 CPC

I, Army No 6383477P Ex-Hav/Clk (GD/SD) Keshav Ram Sharma was enrolled in the Army/ASC (Sup) on 17 Mar 1987. I promoted to the rank of Havildar on 26 Mar 1991 on passing the Direct Recruitment of Havildar Clerk Test as a Serving soldier. I discharged from the Army on 31 May (AN) on compeletion of 20 yrs 02 months and 15 days service. Thus I stayed in one rank i.e., Havildar more than 16 years. As per 6 CPC one who stay more than 8 years on one scale is required to grand next ACP. But in my case it was done done and granted Basic pension Rs. 7385/- only. Kindly look into matter and suggest me course of action. Is I am eligible for ACP or not?
