Nonsettlement of Full & Final Accounts

I resigned from above mentioned company on June 18th; I repeatedly mailed to them to accept my resignation and settle my accounts.

But till today they have not responded to me positively.

They owe me Rs 21000 viz June salary, Expense Reimbursements of April May and June.

After pressurising them that i will be forced to take legal action if there is no response, they have sent unsigned statement of forged accounts settlement as nil. They have made blunders my inturn showing that i owe them,

Please help me in this as this organisation is known for these sort of things. They also do not respond to my phone calls or emails.
