Why late process

I have applied for my pf after reliving my last job after 3 months and they said that it takes 45 days after u can fill the form so i had filled the form and submitted on 5th November and submitted at the office and after 1 month they have sent my form to pf office on 9th DEC so i want to know the reason why such delay and when can i get my pf money
