Auto rickshaw in a queue not taking passsengers to near locations s

I want to lodge a compliant against one auto rickshaw driver (Rick shaw No: MH12 F6505) who refused me to take because I wanted to travel to nearby location.

According to him if he take me there, he will not earn much money. Since the Auto rickshaw was in a queue, he should have come but he refused.

There are many places where the same thing happens. Please guide me to take appropriate action against all the auto rickshaw drivers who refuses the passengers just because they want to travel to nearer location.
