Mileage too low (30km/ltr)

I have purchased the Motor cycle from the anuragmotors sub dealer for yamaha bikes.

the milage mentioned in broucher is from 60 to 70 km/ltr. i am getting only 30 to 32 km/ltr . so for three service was done but no improvements. the service people are only giving false excuses
