Second cylinder booking

I have a gas connection with M/s GAYATHRI GAS AGENCY (bharath gas), sulthan bathery wayanadu dist kerala my consumer no. 9803, four months back i contact them for a new second cylinder connection but they told me that they will recieve the application after one month, again i contact them after one month they refuse my application and they have no idea when they accept the such application, I was fedup agtainst them i dont know where i should go for a complaint for this matter, kindly forward my genuine complaint and pass the details to the higher authorities of BHARATHGAS
