Improper service and Delivery delay

I Have drop my Hero honda splendor pro bike for service with engine oil change, They provided me bill for oil change but they had not changed the oil. Soon in a week oil drained and engine made noise and trouble. I hand over ed it for the problem. It was over a month and they still not give my bike back, and they are blaming me for the problem.
