Non delivery of gas cylinde

Sir,

I am not getting refill cylinder in 21 days. The agency says that delivery will not be given before one month. And agency does not register for refill cylinder before one month. The supply of refill is also very late. I have send a message for reffil on dated 6 octber but not got cylinder till now. plz help me sir.
