Extreme delay in gas refilling

Last refill done on-15.4.2010... then booked on 07.05.2010 (obeying the rule for booking after 21 days)... but now it is told that gas will be refilled 20 days after booking... is it possible to run one cylinder for 41 days?...where does the rule formed? till the last month gas was given within 7 days after booking.then why the change?
