Not coming cylinder on right time

I m devendra gangil and i m 28 yrs old.i have so many problems for gas.i put alwaz no of roshan gas service .but my cylinder is not come on the right time .when we came on the office.then alwaz employee said ur cylinder is recived on after 3 or 4 days but not come in 3 or 4 days has the cylinder black means total 420.from the junior to senior employee do the cylinder black.
