Inordinate delay in supply of refill

I am, having domestic gas connection (Customer No: 39093) with Shobha Gas Service, Nungambakkam, Chennai. I have got two cylinders. I booked a refill on 19.03.2012 and in response to that they have readied delivery of the reill and prepared cash bill dated 10.04.2012 but the delivery was made only on 23.04.2012 when both the cylinders were empty. I again booked a refill on 24.4.2012 and due to the above delay the refill supplied by them on 23.04.2012 is now exhaused. Now when I contact them to supply refill immediately, they say that they follow IVAC booking mode and nothing can be done. While I appreciate their perfection in procedure, do they not follow the same procedure in delivery of a reill. They never care to compensate me for the mental agony suffered by my family due to delay of 14 days in delivery of the refill. I expect that at least they can supply me with a refill to come over the crisis. Is this the real customer service they prophesise and exhibit through centralised booking system. Is it not a fit case to move through sonsumer forum?
