Non receipt of gas cylinde

I had booked gas cylinder for refilling through 24hrs refill booking no:9848824365. I got nice SMS stating booking number and afterwards delivery messages stating cash memo. I contacted their office but of vain. This incidents are happening with many customers. Either IOC or Ennar gas agency is bothering to take appropriate action. his dealership is maintained for years, I suspect the integrity of both Ennar and IOC officials dealing with this sort of complaint.
