Timing

I am a customer of Indian gas services .i want to complaint about the timing of the official workers, when we enter in the office it is written that the working hours are 8am to 8pm.

But by doing some inquiry i found that the officials report to office at 10 am, so i want to know why is it so?

If you have written the time at 8 am you must report at 8 am otherwise write the timings from 10 am to 8pm.
