Delay in delivery

I, Dr. Ajay kumar rai, sent My job application for AYUSH male doctor in NRHM on 13 july and last date was 15 july from INdira nagar post office. The speed post number of the consignment is EU927213644 IN.

Posatal deparment had delivered the application in the office of JILA PARIYOJNA ADHIKARI on 16 july. So the application was not received and sent back to me on 20 july. Due to this fault of the department I will not be able to appear in the interview for the job.

So how will the postal deparnment compensate this loss of carrier.

Please give me suitable advice.
