Non-delivery of paid for ticket

I attempted to book two AC 2nd class tkts from SBC to NJP for 21 Sept through IRCTC online eticket and completed my payment as shown in my Account Summary of SBIonline (www.onlinesbi.com) account of 1 Aug.

Perhaps due to poor internet service speed no ticket was delivered online to me. I checked IRCTC > My Transactions>Booked History but NO BOOKING was shown though the PAYMENT to SBI had been COMPLETED.

Next day 2 Aug I booked again and this transaction showed confirmed completion and my tkt was received through email.

Conclusion: I have been charged twice for the tkts so IRCTC owes me Rs 2433/- which they should refund to my SBI Online account promptly.
