Train was cancelled but refund not made even after 120 days

Dear sirs,

My train was cancelled on 17th May. My pnr no. was 6240005021 from lumding to teliamurah. So I had to return Assam and from there I managed to go. I filed tdr for refund as per norms. The refund is made within 90 days from the filing of tdr. But today is 21/09 mens about 120 days has been passed but they not refunded the money. So many times I tried to register complain on phone but they don't entertain the phone. This kind of worst service in regard to refund is given by IRCTC.Please help me in this regard.
