Efund from a failed transaction

I booked my ticket sleeper class through IRCTC on 17th june using sbi debit card. The transaction failed but Rs323 /-was deducted from my sbi account and has not been refunded.

The refund ticket is showing the payment is not recieved from bank.

How can i get my money back? Please help.
