Irctc railway booking

I booked 5 tickets in the month of June and July. in my card account there are entries like

SURCH& i.e. SURCH letters followed by amount of tickets booked eg. SURCH1021 etc.

Like this there are 5 entries. It is not clear what are these entries. When mail is send to irctc, they never reply any mail for which some specific answer is required.

These entries have come in the bill of August.

How can irctc charge something after the tickets are utilised?

I need clarification.
