OVER CHARGING

I was travelling by 13352 Dhanbad exp of 27 Apr11 having pnr no 6155167894 .Catering staff are over charging than the specified rates. When i enquired for the rate list he brought the photocopy which was not authenticated not signed. Attendent is not giving towels. Why is this so.
