Incorrect Penalty Charge

I had booked a Jet Konnect Services flight from Kolkata to Pune for 25th October. On 21st September I had to cancel it due some problem. I received an email from Jet Airways that my flight had been upgraded from Konnect Services to Jet Premium Service, i.e. from 2401, it was upgraded to 9W202, due to which I have been charged a penalty of Rs.1750, whereas it should have been Rs.750 only as per the airline policy. I have written numerous email to [email protected], clearly stating about the incorrect penalty that I have been charged, but there has been no action from their part. Recently they refunded the amount after deducting Rs.1750.

Why should I pay more for penalty when I didnt ask them to upgrade my flight?

The money is refunded within 14 working days of cancellation, but the incorrect amount was refunded after 30 days. What action can be taken against such unprofessional behaviorfrom such a giant airline?
