Smart card not received

I have purchased a yamaha Fazer from J Williams & Co. on 14- august on hard cash.

There was no loan involved in this purchase.

I have been told by the J Williams & Co. guy's that you will receive the smart card within 15 days.

I chased them for 2 month and they keep on saying 1 more week, now it more than 7 month since i am asking for the smart card and their ans is still the same" One more week, we cant do anything, it's on RTO's hand"

I have no clue what to do now...
