Extra charging for delivery gas cylinde

I am resident of P. A shah lane, form copul of months I am faceing great problem which is not solving. I am a customer of kisor gas service and from copul of months they are charging extra from me for delivering gas I askd delivery person why he charged extra rs10 for delivery of cylinder he replyed me asked agency, and also told me if you not pay me extra amount then i will deliverd you rust with broken type cylinder. if any thing happend who will take responsiblity of it? such type of cylinder may blust any time. I want goverment or indian oil gas service must look after the matter.
