Non dekivery of Refill

I am old man of of 66 years and being old man can not run after gas cylinder. My consumer no is 613799 and I booked gas on 13.5.2012 vide booking no 290963, but other consumer in locality i.e Aashirwad Enclave sector 49A Changarh booked gas refill after me got refill today, but delivery boy told that my slip is not available
