Car delivery delay and cancellation refund delay

I had booked car on 18.12.2010 at 25000 booking amount at PASHANKAR AUTO WHEEL LTD,

Car booked was Chevrollete Beat LT1.2 Moracon blue colour.

Total amount cleared by me was on 7th jan.

Car was to be delivered by 10th jan but delayed again comittment was given for 14th jan again failed new date was committed 17th jan again failed and informed me that delivery will happen only at month end.

I cancelled order due to thier failure, poor communication and poor service on 18th jan.

They have not refunded till date with various reasons ..

what to do amount given is 5, 26, 000 rupees
