Reneval of passport

Dear Sir/Madam,

I TAMREJ ALI applied for reneval of passport since 07-12 till now i haven't get my passport or any response from them.when I go the regional passport office ghaziabad, than they tells me my passport file is in Muzaffarnagar office for some clearence and when i go to muzaffar nagar they tells me that my file is in Ghaziabad office.they havn't give me positive response and they don't tell me the reason for delayed in my passport.sir plz tells me what i should do.
