Gas Leakage

Respected Sir,

Today Once Again Gas Leakage Occurred during Changing the Refilled Cylinder because While Delivering itself delivery person not checked the rubber washer fiitted at the mouth of Cylinder, but Delivery person not forget to take Rs.20/ extra for each cylinder, This is 2nd Time,

For Checking Visit also They are Charging Rs.30/-, While delivering itself it was not there, So, Who's Mistake it is?
