Non delivery of the orde

I have stuff through online portal, and they promised to deliver it within 3-4 weeks. Months have passed by and havent heard from them. They dont reply to emails and there call centre guys just keep on telling stories .. everytime I call them they say stuffs gonna be delivered in 72 hrs. They neither cancel it nor dispatch it ..
