Kickback at HAL for SolidWorks License

Recently HAL (http://www.hal-india.com/) bought SolidWorks (Premium) Licenses for INR 9 lakhs, each. Considering that Bangalore price of INR 3.75 lakhs (offered to private companies), close to 5 lakhs per license has been divided between HAL authorities, Dassault Systèmes India (Mr. Umesh Pai and Mr. Manoj Mehta) and the Bangalore reseller! This is a kickback that involves all of them!!!
