Non refund of money

i Mr BEG RAJ RAI had ordered a lenovo net book from e-bay on Jan 19 19:51:40 IST model no Lenovo Netbook S Series Mini S-100 (59-302851)(1 qty) order no 30000061931 for Rs.14663. through my SBI debit card, the e-bay customer care called me back after three days saying that the said product was out of stock and said that my amount deducted from my account will be refunded in two days. Now it has been a month, so far my amount was not returned in my account, I would like to know about the unnecessary trouble that i am facing for the product and why my amount is not being refunded?
