Faulty keyboards

I had bought this HP mimi notebook on Oct. Hardly used it as was using the office computer. On Nov found the keyboards was not functioning properly in spite of hardly using it. The HP mini was always kept in its case, so the question of dust, or food particles does not arise. Had to change the keyboards as the expiry period had just got over and nobody from HP would address the issue. This was bought from ezone in Koramangala

The question is -does HP import such sub-standard pieces from China? And if the company is aware and can be sued for supplying these pieces.
