New connection not activated

I had applied for an IGL connection in the month of Oct. The money which they had asked for got charged to me on 30 Jan. From then on I have been awaiting my connection but to no avail. I have called the 24 hrs customer care number and they do not tell me anything and keep saying that I will get the connection. This time the guy straight away said u will only get it by may end??? I think this is cheating and a company shld not be allowed to keep my money with them like this. There has to be some clause where consumers should be protected.
