Gas leak complaint

I had noticed that there was a gas leak in the cylinder on 02/1. From that day onwards have been trying to contact my gas agency but all the three phone lines are always busy. I doubt that the phone receivers are all kept down. When I had contacted their emergency number, they say that they take complaints only during the nights. When i tried contacting them in night even that line is always busy. As I am employed, I cannot personally go and give the complaint. Today its 06/01, I am shocked that for past 5 days I cannot reach them at all.
