Non delivery of cylinde

I booked my gas cylinder through Indane gas computerized service on 8th December. Today is 15th December am yet to receive delivery. Popular Chemist my gas dealer does not take calls and if I call their delivery guy some Kartar Singh says I am coming but then does not turn up.
