Non-delivery of refilled cylinde

A indane gas cylinder is booked by me on 13.04.10 using tomo booking number given by IOCL-25611031 vide booking sl 174. There is no supply till date i.e. 19.04.10. On enquiry with delivery boys it is found that gas booked on 16.04.10 is supplied on 18.04.10. Gas agency numbers are always busy. Whether IOCL keeps any watch on such bookings?

Please tell the suitable remedy for such problems.
