Non-refund of registration fees

I Vishaal Shah had registered for the course of MBA in Aviation in the month of September'08 and had paid an amount of Rs11, 236/- as the registration fees.

I had also paid an amount of Rs11, 775/- (DD) as registration fees and had submitted my SSC/HSC/Graduation certificates to the Karnataka State Open University. But my graduation certificate was rejected by them and my DD (Rs11, 775/-) was returned back to me with all the documents that I had submitted.

When I asked about the refund of the fees paid to Avalon, I was informed that the fees are non-refundable.

I have not received any reply when I asked them why am I not refunded the said amount, when the university itself, who is providing the course, has rejected the application?

I understand that the fees are non-refundable, but that applies when the student back out from the course at the end moment or between the course. But in my case, I was not eligible for the course.
