Extra Fine Imposed By College without any genuine reason

Sir first of all i would like to say that i can not mention my name here due to some security problems... sir please help us... our college is imposing extra fine of Rs. 10000 to 75000 for the late tution fee submission in a year... 100 rs per day is fine rate... we can't do anything... please help us sir as soon as possible... please sir...
