Refund of scholarship and fees

Dear sir,

My ward Master Surjit singh is a B.Tech final year student Electrical and electronics from Hindustan college of science & Engineering Farah (Mathura) and have applied for refund of fees and scholarship for last four on year basis but till date particular department says that there is no fund available.

Please suggest me what is the procedure foe getting the same and also guide to lodge the complaints to higher authorities
