Refusal to refund fees & security money

I had taken admission in HIET, Ghaziabad (UPTU CODE-220), through UPTU councilling for the session 10 for B.Tech (Applied Electronics & Instrumentation). I was not satisfied with faculty & Institution & therefore withdrew myself before 1st semester.

I requested for refund of 2nd semester fees & hostel fees. The college management refused to refund even security money of Rs9, 000/-.I had paid Rs1, 50, 000/- for fees &hostel. Ihave given request through post & in person too but management is not ready to refund even a single peny. Kindly help me to get admissible refund.
