No correspondence after admission charges paid

My friend took admission in diploma in paralegal course but no correspondence was recieved thereafter. We have not recieved the study materials or the student identity card. When we call to reach the director for legal studies he cuts off the phone. They were to take examination this year but have yet not started the programme. We are really very anxious about this as there is time lapse.
