Non refnd of admission fees after cancellation of admission

I had taken admission in jts institute coaching centre in april and cancelled the seat well before the classes had started in may. I had payed 10, 000 plus tax amount to the institute as initial admission fees. due to certain change in plans I cancelled my admission seat and asked to refund me my money to which they responded positively but delayed the pay till november (inspite of several calls and mails to remind them). They were ready to refund me only 10000 and not pay the tax and interest for withholding the amount for 6 months. On demanding the entire amount they are currently adamant on not paying any amount to me.

Kindly suggest me the options so that I can get my money back.
