Delay of classes

I jioned into a six months course in english in 22 october still now no classes has been started and they are not even returning the money back, i paid 2250 towards the application and 1 term fee, my admission no:200951340, chalan no:910230196, receipt no:2009077184 and they are not even responding properly.
