Not awarding the diploma

I have joined PG diploma in project management through correspondence the diploma was of 2 years.

3 years are already passed but they are not sanctioning the final assignment & some of my freinds whose assignment was submitted in last may still he hasnt recd completion certificate of diploma.

if u read pls forward this to max civil engineers.
