Delay in publishing of final result & certificate

Sir,

I have been registered for BDP programme on June'2006. Hons. in Political Science, My enrollment No.:06210104620, I have cleared all my papers with in December'2009. But gieved to state that, yet i have not received my final result as well as certificate. As a result i am not promoted to higher post i.e. Asstt. station manager that i have been seleted departmentally. I am facing a not of trouble for not submission of result throughout my career being a Central Govt. Employee. I want justice for spoiling my valuable 1 1 years.
