Non delivery of speed post at correct time

Sir / mam

i send a speed post on 27th of april at 11;30 am to amity university lucknow. I asked the person available on the counter (speed post centre, bahadurgarh, haryana) that will it reach within 3 days as it contained admission form that had to reach till 1st may he said it will reach till 30th april but still it hasn't reached the university

sir/mam i want to know who will be responsible for my loss as they will not except it after the date

kindly help me out if it could reach till this evening
